Preheat the oven to 350°F (175°C).
Place a sheet of foil on a flat surface and spread 1 tablespoon of butter in the center.
Place one tilapia fillet on the buttered area.
Top with a portion of the corn, potatoes, okra, carrots, thyme, chives, and parsley (divide evenly across 4 packets).
Fold the long sides of the foil over the fish, roll down to seal, then roll in the short sides to close the packet completely.
Place the foil packet on a baking tray. Repeat for the remaining fillets.
Bake in the oven for 25 minutes.
Serve hot, directly from the foil or plated.
